Who Are We?

The primary objective of the OAL Foundation is to enhance the quality of education in the Rappahannock Region by providing funding for academic development and community enrichment programs. More specifically, the purpose of the OAL Foundation is to encourage academic excellence across the Rappahannock Region in Virginia, promote community awareness through education, and support lifelong learning.

Samuel Bagwell

Mr. Samuel L. Bagwell currently serves as the Personal & Professional Development Branch Manager at Headquarter and Service Battalion, Joint Base Myer-Henderson Hall, Arlington, VA. From 2000 to 2007 he served as the Education Service Officer for the Marine Corps Recruit Depot, San Diego, CA. Mr. Bagwell holds a Bachelor of Business Administration and a Master of Public Administration from National University, Master of Arts in Education from Central Michigan University, Master of Human Relations from the University of Oklahoma and EdD (ABD) with City University of Seattle.  In 2000 he honorably retired as a Company First Sergeant after 22-years as a Marine.  Sam became a member of Alpha Phi Alpha Fraternity Inc., on 1 March 2003 at 11:10pm with the Zeta Sigma Lambda Chapter, in San Diego, CA.

Kelvin Lloyd

Mr. Kelvin O. Lloyd is a native of Hampton VA, after high school he earned an Bachelors degree in Mass Communications with a follow on graduate degree in Education.  He is a certified Project Management Professional (PMP) currently serving as a Senior Project Manager with the  General Services Administration (Satellite Systems Engineer, Lockheed-Martin Space).  He is an Army Veteran and retired as a Major, US Army Signal Corps.

Robert L. Farmer III

​Mr. Farmer is a native of Springfield, Tennessee where he graduated from Springfield High School; completed an Associates of Arts degree in Liberal Arts and a Bachelors of Arts in History from Thomas Edison State College; he earned a MBA from the University of Phoenix. He is a life member of Alpha Phi Alpha Fraternity Inc., initiated on November 16, 2013. Mr. Farmer retired from the US Army as Lieutenant Colonel serving over thirty-two-years in uniform. Currently, he is employed by KBR Incorporated as a Senior Principal Specialist, Program Management assigned to the Joint Counter Small Unmanned Aircraft Systems Office (JCO) Strategy and Policy Division and responsible for writing strategy; leading the synchronization of strategy planning sessions; developing policy recommendations; implementing plans and policy guidance.

Jermaine Jenkins

Originally from Hattiesburg, Mississippi, Jermaine Jenkins graduated from Forrest County Agricultural High School and enlisted in the U.S. Marine Corps in February 1994.  He served over 22 years on active duty. He served as Marine Corps Embassy Security Guard Detachment Commander, as well as several American Embassies. Currently, Jermaine serves a Project Manager (contractor) at the Department of State. He manages a team of contractors in Diplomatic Security Identity Management. Jermaine is a member of Phi Theta Kappa Inter Collegiate Honor Society, Alpha Phi Alpha Fraternity Incorporated, the Great 818 Ecclesiastes Masonic Lodge in Jacksonville, NC and Arabian Temple Number 42 in New Bern, NC.  Jermaine has Master’s Degree in Criminal Justice and a Master’s Degree in Leadership Studies. Jermaine’s is the CEO of NewMinds LLC and is an IFBB Professional Fitness Athlete.

Jason R. Whiteman

Jason is a transformative leader with 25 years of financial
services experience. He has been instrumental in
creating legacy plans for hundreds of clients and their
families. This fiduciary responsibility ensure that he
builds trust and long term relationships.
He earned his MBA from Walden University, and is a
graduate of Syracuse University.
In addition to his consulting work, he is a motivational
speaker, the author of two books, and built the leadership
development program, Lead Without Being The Boss!
Jason became a brother of Alpha Phi Alpha Fraternity,
Inc. in April 1993. He believes in the power of goal
setting, taking action and making adjustments.Jason is passionate about motivating, educating and inspiring individuals to break out of their comfort zone and live their dreams.  Born in London England, Jason is a lifelong Liverpool Football Club supporter.

Charles Tapp II

Charles Tapp, II is a results-oriented leader with consistent successes in building high-performance teams and driving results.  He has over 20 years of progressive leadership experience and a proven track record for managing cross-functional teams in delivering innovative, impactful solutions in the military, private sector, and federal service.  But what truly sets him apart from others is is heart to serve—and it’s that spirit of service that energizes him to lead the Omicron Alpha Lambda Foundation’s efforts to meet the needs of the Rappahannock region community and inspire the next generation of young leaders.

Myron W. Clanton, Jr.
Vice President

Myron Warren Clanton, Jr. is a native of Richmond, Virginia.  He is a veteran of the first Persian Gulf War with over 30 years of federal service and is currently employed with the Defense Logistics Agency as an Information Technology Program Manager.  Myron has both MS and MA degrees. And is currently a Doctoral Candidate. He is a Senior Executive Fellow of the Harvard Kennedy School of Government and  the recipient of the Secretary of Defense, Global War on Terrorism award and several other civilian federal service awards.  Myron is the CEO and founder of Higher Calling Coaching and Consulting Services LLC, serving the private and public community in the area of leadership coaching.  Myron is a certified John Maxwell Team trainer, coach and speaker.

Elijah Brown
G4 Chairman

Elijah Brown serves as the Director of Education and Scholarship (DES) for Omicron Alpha Lambda (OAL) Chapter of Alpha Phi Alpha Fraternity Inc. He is responsible for the overall coordination and direction of the Education and Scholarship Program (ESP). He also serves as the Chairman for the G4 (Go Getters Goal Getters) Program. G4 is an Educational and Mentor Initiative Program. Go-To-High School Go-To-College National Program. This program started at Stafford High School (Stafford, VA) and has expanded to Chancellor Middle School (Fredericksburg, VA). He has developed the Program Plan used for implementation and instructs many of the workshop sessions for G4 youths.

Jacoby Freeman
Media & Marketing

Jacoby Freeman, Jr. is a native Lunenburg County, VA. He is a community leader and activist.  He utilizes his talents, skill and interest for the betterment of his fellow man.  He has a heart to serve in whatever capacity he finds. He has a Bachelors degree from Randolph Macon college.  He understands first hand how important education is to the future success of our community.  Being an integral member of the foundation allows him to give back in a meaningful way.  He is a member of the Alpha Phi Alpha Fraternity Inc. and a member of Omicron Alpha Lambda Chapter.  Being a part of the OAL Foundation allows him continual service to his community and the fraternity that he holds so dear. Jacoby lives and strives toward the motto "Continue to Be Better Than Great!"
